Notifications are a design failure we all agreed to
Every notification is a claim that something is more important than what you were doing. Most are lying.
The notification was invented to tell you something urgent. It is now used to tell you that a shop you visited once has a sale. Somewhere between those two things, a useful mechanism was spent.
The asymmetry
An app developer who sends a notification captures a small amount of your attention at no cost to themselves. You absorb the entire cost. Any system with that shape trends toward more of it, forever, until the recipient defends themselves.
Defending yourself
The effective move is not tuning. It is defaulting to off and allowing a short list back in: people you know, and money leaving your account. Almost everything else is a feed that can wait until you choose to look at it.
Do this once and the phone stops being a device that interrupts you, and goes back to being one you consult.
